Admittedly, this is not a Bolivian food. People eat it in the United States and probably all over the world. However, there's something about shaved ice that is particularly delicious under the Bolivian sun!
It is not unusual to stumble across a man selling shaved ice from a cart in Bolivia. I see them in the plazas, on the street, at the university... all over the place! They're usually pushing a little blue cart that has a cooler full of ice with a shaver on top and several bottles of flavor. Some of the carts are even attached to the front of a bicycle!
